CP2 absorbs most growth capital.
CP2 accounted for 81.3% of H1 capital expenditure. Its funding assessment needs a current cost-to-complete and draw-condition schedule; undrawn debt alone does not establish full funding.

Riverson Arc assessment
Our assessment is cautious: Venture Global has material funding capacity and operating cash generation, but construction needs, cash-transfer restrictions and legal exposure limit the comfort those headline numbers provide.
The central question
Venture Global is financing a large transition from construction to operating cash flow. Can cash reach the right borrower, in the required amount, before its obligations fall due?
June balances and H1 results
Source: the full report, credit view and supporting schedules. USD; bn = billions. Undrawn commitments are subject to facility conditions and are not unrestricted cash. The September 364-day revolver is shown separately from June balances. Modeled interest is a static estimate, not realized expense.
Execution, access and debt service
CP2 accounted for 81.3% of H1 capital expenditure. Its funding assessment needs a current cost-to-complete and draw-condition schedule; undrawn debt alone does not establish full funding.
Consolidated cash, restricted reserves and project facilities serve different purposes. Corporate and holding-company debt depend on distributions that can actually move upstream.
Plaquemines has the stronger current interest cushion. Calcasieu Pass has less earnings protection and material disputed arbitration claims. Earnings proxies do not establish covenant compliance.
The September 364-day revolver adds capacity and a potential 2027 rollover point. The report separates this development from the June debt inventory and assumes no draw balance.
June 30, 2026 debt inventory
The report assigns $42.386bn of outstanding principal to each facility’s final maturity year. The largest concentration is 2032: $11.745bn, or 27.7% of the June inventory, including $7.520bn of CP2 debt.

Source: the report’s final-maturity appendix, page 23. This is a final-maturity allocation, not a contractual cash-payment forecast. Scheduled amortization, cash sweeps, future borrowing and refinancing are not modeled. Balances across borrowers do not imply a common guarantee. The September 364-day revolver is outside the June inventory and adds a potential 2027 rollover point; no draw is assumed.
Reading the report
The June 30, 2026 inventory totals $42.39bn of gross principal across corporate, holding-company and project borrowers. This is gross debt, not net debt, and should be read with the borrower-level schedules in the report.
The report identifies $16.93bn of available commitments at June 30, including $11.58bn of CP2 construction capacity excluding its working-capital line. These commitments are subject to facility conditions and are not unrestricted cash available to every borrower.
The assessment focuses on construction funding, CP2 execution, restrictions on moving cash between borrowers, Calcasieu Pass legal exposure, interest costs and refinancing. H1 capital expenditure exceeded operating cash flow by $4.07bn; ongoing funding access and project cash generation therefore matter to the credit case.
No. This is Riverson Arc’s independent credit and funding assessment, not a rating-agency opinion. It does not certify covenant compliance or make a bond relative-value recommendation. The full report explains its methods, sources and limitations.
